Amendments that came into effect on 21 October 2024,

approved in Resolution No. 959/2024 of 30 September 2024.

The amendments mainly concern gaining access to KDPW’s online applications available on the Service Portal https://online.kdpw.pl. The amendments impose an obligation on participants to appoint a permission administrator responsible for managing the participant’s access (in the case of direct participants - for all types of activity and all types of participation status under which they operate in the depository system) to KDPW’s web applications assigned to one of the three separate groups of services set out in the Detailed Rules of Operation of KDPW.
Only the permission administrator may grant other persons any access permissions currently assigned to the two existing access functions: the user function and the administrator function, in respect of the individual applications covered by a group of services. Participants will be required to appoint at least one person as a permission administrator for each group of applications covering at least one application to which they should have access.

Rules of Access to the KDPW IT Systems - 27.12.2022-21.05.2023
Amendments to the Rules of Access to the KDPW IT Systems that came into force on December 27, 2022
following the approval of Resolution No. 1130/2022 of 12 December 2022.

The amendments relate to the wording of provisions in § 3 subparas. 1-4 of the Access Rules, which define the communication channels used for services and the cut-off times for delivery of messages within specific communication channels. The introduced amendments are aimed at unifying the cut-off times for delivery of messages, regardless of the channel through which the message is transmitted. The amendments to the Access Rules are related to the implementation of technical changes planned for December 27, 2022 with respect to defining the moment of delivery of a message sent by a participant via dedicated queues, i.e. via the A2A channel or the U2A channel (if messages in the form of structured files are sent via this channel). The moment of delivery of the message will be the moment when KDPW begins the content validation process of the message in the application. The amendments will actual fact affect three services (KDPW applications): the EMIR Trade Repository, the SFTR Trade Repository and the ARM, i.e. services that currently use dedicated queues for message delivery. Currently, the moment of delivery of messages transmitted in the above manner is determined when the message is uploaded in the input messages queue, created as part of the communication channel for a given service. However, due to the fact that from the moment a message enters the queue until it is saved in the KDPW application, no activities related to the content validation of the message or any other form of message processing are performed, the cut-off time for message delivery is significantly different from the moment of a message is delivered in within the U2A channel (via the interface used for data entry). Within this channel, the content of the message is already validated at the time that the request form within the application is being completed.
