Functionalities realisable through the SWIFT Message Processing System:
- exchange of settlement documents;
- exchange of documents in providing services for the payment of benefits from securities.
Formal basis for using the system
The SWIFT Message Processing System can be used by partners of KDPW who have signed an agreement with KDPW and have read SWI Rules. The agreement governs the terms and conditions of using the SWIFT Message Processing System in communication between the parties, the legal liability of the parties, the necessary technical requirements, and the templates of necessary authorisations of representatives of the parties.
System availability
The SWIFT Message Processing System is available during the business hours of the kdpw_stream from 6.00 AM to 9.00 PM.
Technical support
Problems connected with running and operation of the SWIFT Message Processing System should be reported by e-mail address: di_serwis@kdpw.pl or by phone to the System Operator (004822) 537 9415 weekdays from 7.00 AM to 8.00 PM.
Problems related to operations in a SWIFT environment need to be reported to the SWIFT service provider (www.swift.com).
Processing during emergencies
- in the event of unavailability of the SWIFT Message Processing System, preventing the exchange of system messages between KDPW and its Participants, Participants will be notified of this via e-mail, using contact addresses to person authorised to communicate with KDPW;
- in the event of unavailability of the SWIFT Message Processing System, preventing the exchange of system messages between KDPW and its Participants, the SWI (Information Exchange Systems) may be reconfigured so that messages can be sent using the ESDI/WEB electronic communication system. The reconfiguration of the SWI is performed at the request of the participant;
- once the SWIFT Message Processing System is online again, Participants will be notified of this via e-mail, using contact addresses to person authorised to communicate with KDPW;
- a reconfiguration of the SWI aimed at restoring the exchange of system messages based on the SWIFT Message Processing System is performed at another time determined by participants;
- The SWI (Information Exchange Systems) architecture allows for participants to send system messages (unit instructions) to the kdpw_stream via an electronic communication channel of their choice: ESDI/WEB, ESDK or the SWIFT Message Processing System. System messages generated by the kdpw_stream (unit messages) are sent to participants via the channel of their choice.
- Exchange of information is performed based on the MT messages in the format of the ISO15022 Settlement & Reconciliation;
- The communication layer of the offered solution uses advanced SWIFT system service: SWIFTNet FIN available in the SWIFTNet network;
- As SWIFT infrastructure is used to exchange data with the KDPW. IT system, the existing and supported infrastructure can be used without adding mechanisms specific to KDPW communication solutions;
- Confidentiality, integrity and non-repudiation of data transferred in the new communication channel are ensured by SWIFT mechanisms based on recognised cryptographic standards of data exchange and electronic signatures, eliminating the need of implementation of cryptographic mechanisms in the user's IT system as required in ESDI/WEB and ESDK;
- The communication layer of the offered solution uses SWIFTNet services, eliminating the need of maintenance and service of own dedicated telecommunication lines;
- Standard integration of SWIFT infrastructure with the Participant's registration system based on MQ message queuing mechanisms allows to reduce the number of communication interfaces dedicated to supporting different processes and to cut the maintenance cost of communication solutions;
- The offered solution is compliant with the recommendations of the Giovannini working group developing standards of information exchange in the international capital market.
Basic Requirements: Participant's Side
1. Communication with the SWIFT and providing access to FIN service.
All SWIFT implementation and configuration issues must be consulted with a SWIFT technical representative.
2. Registration in the CUG after fulfilment of the KDPW formal requirements.
In order to register, complete the relevant form available at www.swift.com. All steps required to complete the FIN service form are described in the instructions available under Documentation / Instructions. Users are activated 2 weeks after registration. Fees for sending and receiving messages in the service are borne by the User (reverse billing).
Exchange of MT messages
Users can send Settlement & Reconciliation ISO15022 format MT messages and use the declared functionalities of the SWIFT Message Processing System. Messages are sent via SWIFTNet using the SWIFTNet FIN service.
Note:
Settlement & Reconciliation SWIFTNet FIN service messages in the Live environment should be sent to the BIC address: KDPWPLPA, and in the Test&Training environment to the BIC address: ZYAQPLP0.
Owing to the specific nature of the solution, KDPW as the communications interface between the various IT systems of participants, does not provide client software. The components of the SWIFT software necessary for configuring the SWIFT environment need to be consulted with the SWIFT software provider.
The latest the SWIFT Message Processing System documentation can be found below.
The structure of MT messages is consistent with the format in the field of ISO15022 Settlement and Reconciliation. Detailed configuration parameters are only made available to those persons authorised by the participant. The latest SWIFT software documentation can be found on www.swift.com.
